在台北生活的你，一定搭過台北的公車。 不過，我們搭的公車，安全嗎❓ 臺北市聯營公車，每年總行駛里程數超過1億5千萬公里，滿足雙北數百萬市民通勤、就學、出遊……的需求，是台北市不可或缺的公共運輸服務。 但，臺北市聯營公車的「每百萬公里有責肇事率」，卻在2018年達到柯文哲市長任內的新高點！平均每1.3日就會發生一件公車有肇責事故。 我統計2015～2018年公車事故，共造成「10死、387傷」。 找出原因，才能解決問題。我分析793件公車有肇責事故，發現「未注意前方車人動態」「換道不當」「左右轉違規」「未保持安全車距」「不禮讓行人」等，是公車肇事致人死傷的前五大原因。 這些因素，都是人為疏失。要改善公車肇事問題，勢必要從減少人為疏失下手。 受過專業訓練的職業駕駛，為何會發生疏失？有以下兩大因素： 1️⃣ 不良駕駛習慣： 因為班距過於密集、趕點、或駕駛習慣不良，導致部份司機頻繁發生不當換道、未保持安全車距、未注意前方車人動態等情形 2️⃣ 超時駕駛，司機過勞： 許多科學研究已經指出，疲勞駕駛的危害不亞於酒駕。若司機因疲憊而身心狀態不佳，也可能提高肇事風險。 2015~2018年間，公車肇事後檢查駕駛的工時，竟發現有三成（2018年）到近六成（2016年）的肇事駕駛有超時工作的情形。顯示超時駕駛和事故風險有相當大的關係。 上述兩項缺失，都是陳年老問題。但我研究發現，交通局公運處針對這兩缺失，處理非常消極！ 尤其是超時駕駛。我調閱資料後發現，台北市聯營公車駕駛超時工作情形非常嚴重。 勞動局去年針對公車業者執行90場稽查，就發現41次違反勞基法規定。違規比例達45.56％。 而公運處執行的超時稽查，同一家公車業者，連續六次稽查蟬聯超時冠軍，最高有70%的駕駛超時工作。 另外有三家業者，屢次出現在超時前三名，超時率由22%~42%不等。 但這4家超時慣犯，也每次都高分通過市府公車評鑑。 為什麼每次都超時，每次都評鑑通過？ 因為台北市政府根本沒有把「超時駕駛」納入公車評鑑的扣分項目！ 換言之，公車業者就算壓榨司機到百分之百超時駕駛，在公車評鑑都完全不會被扣分。 有這種放水評鑑，難怪業者有恃無恐！ 針對上述兩項缺失，我要求交通局公共運輸處必須： ✅ 全面檢討聯營公車營運服務評鑑計分方式，就下列事項調高佔分比重： 1️⃣ 違反汽車運輸業管理規則第19之2規定超時駕駛 2️⃣ 違反勞基法（超時工作、未給足例假、溢扣工資、未給予國定假日加班費、未核實紀錄出勤時間等）遭裁處 ✅ 針對未注意前方車人動態、換道不當、左右轉違規、未保持行車安全距離、未讓行人先行等不良駕駛習慣，重新設計具體查核方式，納入聯營公車營運服務評鑑，並研究問題根源（是否有班距過於密集、誤點壓力等制度原因造成不良駕駛習慣） 以上兩項訴求，在質詢時獲得交通局和公運處的正面回應。我會繼續追蹤。 保障台北人行的安全，就從改革公車評鑑、防制不當駕駛、超時駕駛開始！ #苗博雅問政報告 #第三勢力第一選擇 #我認真問政 #你幫忙分享 #大安文山苗博雅 #臺北市議會#柯文哲 蘋果【議員批北市公車評鑑管服儀不管超時 公運處願檢討】 https://tw.appledaily.com/life/realtime/20190509/1564166/ 自由【〈台北都會〉「超時」未列入公車評鑑 北市公運處將檢討】 https://news.ltn.com.tw/news/local/paper/1287475 自立晚報【北市公車常態性超時駕駛 應全面檢討】 http://www.idn.com.tw/news/news_content.php?catid=5&catsid=2&catdid=0&artid=20190509lii002
